This means that certain affiliates carry a disproportional share of the responsibility for sustaining the state federation and its programs. The most effective state federations are those with the highest level of affiliation and unity with full participation. The per capita tax is minimal when you consider the return- Education, Leadership, Legislation, Communications, Assistance, Community Services, Retiree Involvement, and much, much more.
